Decree 602 is the short name travellers use for Government Resolution No. 602 of 26 December 2025, the act that made health insurance a condition of entry to the Republic of Georgia from 1 January 2026. This page walks through the text itself — who it covers, what the policy must contain, who is exempt and what officers check — and points to the official publication on matsne.gov.ge, so every claim here can be checked against the source.

Frequently asked questions

Questions and answers

Who is required to have tourist insurance when entering Georgia?

From January 1, 2026, insurance is mandatory for all foreign citizens entering Georgia under Georgian Government Resolution No. 602 of 26.12.2025.

Can I buy travel insurance if I am already in Georgia?

Yes. You can take out the policy while you are already in Georgia — your citizenship and where you buy it make no difference. The start date can be today: cover begins on the date you choose and the policy arrives by email within a minute of payment.

What does the IRAO Visitor Insurance policy cover?

The policy covers emergency medical expenses during your trip — from food poisoning to injuries. Light and Standard tariffs provide €10,000 in coverage, Premium — €15,000. For policyholders over 65, expense reimbursement is 50% under IRAO's terms. There is no deductible on any plan — expenses are reimbursed without a co-payment.

What language will my insurance policy be in?

The official IRAO policy is issued in English or Georgian regardless of the language you used to apply — this is a requirement of the IRAO insurer, not something 100doc.ge controls.

How quickly will I receive the policy after payment?

After payment, the policy is sent to the email address you provided when signing up.

What payment methods are available?

Payment is accepted by bank card, Apple Pay, or Google Pay.

Can I get a refund if my trip is cancelled?

Refunds of the insurance premium are governed by IRAO's insurance rules: the statutory right to withdraw from a contract without giving a reason generally does not apply to policies of 14 days or less. The service fee for issuing the policy is non-refundable, since the service is rendered in full at the moment the policy is issued. Full terms are set out in the Refund Policy.

Do I need to print the policy?

No, the policy can be shown at the border either electronically (on your phone) or printed.

What's the difference between the Light, Standard, and Premium tariffs?

Light and Standard provide the same €10,000 insurance coverage — Standard additionally includes priority support via Telegram and WhatsApp. Premium provides increased coverage of €15,000.

Where can I buy tourist insurance for entry to Georgia online?

You can buy the policy right here on 100doc.ge: IRAO Visitor Insurance (Vienna Insurance Group) from €0.99 per day, with coverage up to €15,000. No registration is required — the policy arrives by email about a minute after payment by bank card, Apple Pay or Google Pay.

How much does insurance for a trip to Georgia cost?

From €0.99 per day on the Light plan, €1.99 on Standard and €2.99 on Premium. Coverage is €10,000 on Light and Standard and €15,000 on Premium. A 7-day trip starts at €6.93 and a 30-day trip at €29.70 per person.

Does this policy meet the mandatory insurance requirement for entry?

Yes. The requirement is set by Georgian Government Resolution No. 602 of 26 December 2025: from 1 January 2026 foreign nationals entering Georgia must hold health insurance with at least the prescribed minimum sum insured. The policy is issued by IRAO, a licensed Georgian insurance company that is part of Vienna Insurance Group; its sum insured and risks meet the Resolution, with no deductible. The policy is issued in Georgian and English — the form border officers expect.

How much does insurance for Georgia cost for 7, 14, 30 or 90 days?

Per person: Light — €6.93 for 7 days, €13.86 for 14, €29.70 for 30, €89.10 for 90 days; Standard — €13.93 / €27.86 / €59.70 / €179.10; Premium — €20.93 / €41.86 / €89.70 / €269.10. Priced per day (from €0.99), children pay the same, no deductible.

The short version

Georgia Decree 602 explained: the Resolution requires every foreign national entering Georgia, the country in the Caucasus, to hold a health policy with at least 30,000 GEL of cover for the whole stay, issued in Georgian or English. It was adopted on 26 December 2025 and took effect on 1 January 2026; a compliant IRAO policy through 100doc.ge costs from €0.99 a day.

What the Resolution actually says

The operative part is short. A foreign national who enters Georgia must hold health insurance for the entire period of stay, up to a maximum of one year. The sum insured may not be lower than 30,000 GEL. The policy must be written in Georgian or in English and may be presented on paper or on a screen. The text does not name a specific insurer and does not require the insurer to be Georgian; what it fixes is the amount, the language, the period and the fact of holding the document at entry.

  • Sum insured: at least 30,000 GEL, stated in the policy in lari.
  • Language: Georgian or English — a policy in any other language does not meet the rule.
  • Period: from the day of entry to the day of departure, one year at most.

Who is covered and who is exempt

The rule applies to foreign nationals regardless of citizenship, purpose of visit or visa-free status: a tourist on a ten-day trip and a visitor staying for eleven months are treated the same way. The Resolution lists its own exemptions, and the list is narrow: holders of diplomatic and service passports and special visas, accredited staff of diplomatic missions and consulates, persons covered by international agreements, and drivers engaged in international transport. A Georgian residence permit is not on that list — a permit holder still needs a policy that meets the Resolution.

Why 30,000 GEL, and why the amount is in lari

The threshold is set in the national currency because the Resolution is a Georgian act and Georgian clinics bill in lari. This matters when you compare policies: a document that promises €10,000 of cover is compliant only if the insurer states the equivalent in lari at or above 30,000 GEL, and the officer reads the lari figure, not your conversion. The IRAO policy issued through 100doc.ge states exactly 30,000 GEL on the Light and Standard plans, so the comparison never has to be made at the border.

Timeline and the official source

The Government adopted Resolution No. 602 on 26 December 2025, and it applies to entries from 1 January 2026 onwards. The authentic text is published in Georgian on the Legislative Herald of Georgia at matsne.gov.ge/ka/document/view/6728816; English versions circulating online are unofficial translations, including the summary on this page. Any later amendment appears at the same address first, which is why we quote the document by its number and date rather than by a paraphrase.

What is checked at the border and what a missing policy costs

Officers at airports and land crossings check three things: that the dates cover every day of the stay, that the sum insured is not below 30,000 GEL, and that the wording is Georgian or English. Georgian policies are verified through the electronic register by passport number, so a PDF on a phone is enough; a policy from a foreign insurer is not in that register and has to be read on the spot. Arriving without a compliant policy means a fine of about €100 (300 GEL) — against €0.99 for a day of cover bought before the queue.

If your child gets sick

A policy is issued from birth and children cost no extra. We settle with the clinic directly — you do not have to find the money on the spot:

  • high fever, respiratory infections, tonsillitis, ear infection, bronchitis
  • rotavirus, intestinal infections and food poisoning
  • falls, bruises and fractures — on the playground, in the mountains, at the sea
  • animal and insect bites — emergency rabies and tetanus vaccination
  • acute allergic reaction and heatstroke

The 24/7 support line points you to the nearest children’s clinic and calls an ambulance.

Is Decree 602 the same as Resolution No. 602?

Yes. The full name is Government Resolution No. 602 of 26 December 2025; “Decree 602” is the short form used in guides and by travellers. Both refer to the same act published on matsne.gov.ge.

Does Decree 602 apply to every nationality?

Yes. The Resolution speaks of foreign nationals without listing countries, so it applies equally to visa-free visitors and to those who enter on a visa, whatever their passport.

What is the minimum sum insured under Decree 602?

30,000 GEL, stated in lari in the policy. The Light and Standard plans issued through 100doc.ge carry exactly that amount; Premium is denominated in euro at €15,000.

Does the policy have to come from a Georgian insurer?

The text does not require it. In practice a Georgian policy is checked through the electronic register by passport number, while a foreign one has to be shown and read at the counter, so a local policy is the faster route through the border.

I am staying 90 days visa-free — does Decree 602 cover my whole stay?

The policy must cover all 90 days, from the day you enter to the day you leave. If you later extend the stay, buy cover for the extra days before the first policy ends; the Resolution caps a single policy at one year.

My child is 3 and we are coming for 5 days — does she need her own policy?

Yes. The Resolution makes no exception for age, so a child needs a policy that meets the same 30,000 GEL minimum. Through 100doc.ge children are insured on the same terms and at the same price as adults, and one order covers the whole family.

I am driving in through Sarpi by car — is the rule the same at land borders?

Yes. Decree 602 applies to every point of entry; the officer at Sarpi, Dariali or Sadakhlo checks the same three things as at Tbilisi airport: dates, sum insured and language of the policy.

I hold a Georgian residence permit — am I exempt?

No. A residence permit does not exempt you: the Resolution names diplomats, accredited mission staff, persons under international agreements and international transport drivers, and residence permit holders are not on that list.

Where can I read the original text of Decree 602?

On the Legislative Herald of Georgia: matsne.gov.ge/ka/document/view/6728816. The authentic text is in Georgian; the summary on this page is our own reading of it and is not an official translation.

What happens if I arrive without a policy that meets Decree 602?

You will be asked to buy one before entry or fined about €100 (300 GEL). A compliant policy can be bought on a phone in the queue and arrives by email within a minute, so the fine is easy to avoid.

Information updated: September 2026. Terms and sums insured are shown in the plan description at checkout.
